The name Viho Kakû Gûchya is derived from the Goblin language, as Viho Kakû Gûchya was founded by Mlèbê, who was culturaly Rattu.
Climate
Viho Kakû Gûchya has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cool 17°C (62°F). Viho Kakû Gûchya receives an average of 260 cm/y (102 in/y) of precipitation, most of which comes in the form of rain during the summer. Viho Kakû Gûchya covers an area of nearly 33 km2 (13 mi2), and an average elevation of 704 m (2309 ft) above sea level.
Overview
Viho Kakû Gûchya was founded durring the late 12th century in summer of the year 1052, by Mlèbê. The establishment of Viho Kakû Gûchya was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Mlèbê struck deals with nearby nations and communities to establish Viho Kakû Gûchya as a prison colony.
Viho Kakû Gûchya was built using the conventions of Rattu durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Viho Kakû Gûchya is no diffrent. The city's buildings feature stone brick construction with most buildings posessing towers, turrets, dormers, and wide wrap-around porches. An extreem emphasis on decorative features and emblishments can be seen even on the poorest of homes and makes even the most humble of structures seem a bit regal.
Viho Kakû Gûchya is is constructed arround a series of restrictive packed earth mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The city rests behind a thin stone wall. The wall's design was likly directly copied from a castle's parmiter defences. It's simply that the arcatect made Viho Kakû Gûchya's wall substancialy thinner than a castle's walls. While the towers and gatehouses are adiquite, the obvious cost savings measure of making the walls drasticaly thinner reduces their ability to resist siege weapons greatly. The city's impressive-looking wall could fail at a critical moment in battle, and would likely not even resist a few bandits with improvised siege equipment. Viho Kakû Gûchya's budget oriented are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
A look around Viho Kakû Gûchya gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a city, and more like a spot people just happened to place their homes.

They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Viho Kakû Gûchya's parks.
Viho Kakû Gûchya has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Viho Kakû Gûchya.

Viho Kakû Gûchya's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Viho Kakû Gûchya has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Viho Kakû Gûchya has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Viho Kakû Gûchya's natural decorations nor waterways.
Viho Kakû Gûchya has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Viho Kakû Gûchya has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Viho Kakû Gûchya has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Viho Kakû Gûchya's bank was built using a different architectural style from the rest of the town. The style used is characterized by vertical proportions, pointed arches, external buttressing, and asymmetry in the general shape of its buildings. The decorative features of the style were key, consisting of large arched windows, pointed arches, vaulted ceilings, flying buttresses, and sculptures integrated into the structure itself. Occasionally, for very important buildings, an array of sculptures or one colossal sculpture might replace the entirety of the entrance to said building.
In Viho Kakû Gûchya snow is warm to the touch and does not melt within city limits. Also it only happens during summer.
Viho Kakû Gûchya's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves destroying a prepared ritual vessel to channel Augury energies of tier 1 via throat chanting.

While private tutelage of worthy apprentices can be had even in most remote villages, Viho Kakû Gûchya is home to a proper school dedicated to teaching magic. Such schools are usually small, with no more than a few dozen pupils, most of whom will fail for lack of talent or discipline. The instructors are rarely first-rate, usually serving only for the pay and status, but sometimes a genius sorcerer will find a reason to observe likely apprentices here. Given the unfortunate accident potential of the school, it’s probably isolated or well-fortified.
